Please, i am so stressed at the moment. Need helpful advice.?
Cut a long story short..
I live in a council property which is under my mums name and she has gone away for a a couple of months. I decided to make some extra cash by renting out a room, as I was neither working or in receipt of any benefits, i figured this would be ok to do. Now my problem is that the guy i rented a room out to had his laptop stolen during his stay, and he has asked me to take responsibility and pay/replace the laptop, as he was told that i am suppose to have some sort of insurance to cover this. He had citizens advice bureau write me a letter on his behalf stating that I am responsible for his belongings and needed to compensate him or i would be taken to the small claims court etc etc.
The letter also mentioned how they would be contacting my local council to check if i had the appropriate license to run a boarding house and I am not even sure what all this means. I never thought i needed permission as i thought that was only if you was receiving other income and renting out the WHOLE house whilst living away from it.
Clearly I have no idea about all this and i realise now i should have done my research first but its too late now, I just want to know if its true that i am suppose to compensate him even though i KNOW who took it and even contacted the police to tell them. I will accept responsibillity if i HAVE to, but my biggest worry is getting my mum into trouble if i was doing wrong by not declaring that i rented a room out. What should i do? Contact my local council and be honest? Wait to hear from them?
Please, anyone who can advise me on the best way to approach all this, I would be really grateful! or even tell me who i can speak to, to get the appropraite advise.

When you say “immigrants don’t pay taxes” what are you referring to?
Well… I have some members of my family that are illegally in the US and I always hear people say that they don’t pay taxes..etc….but to me it seems that they pay the same or even more…here’s WHY
*they have cars, pay insurance, rent, bills, property-vehicle-sales-taxes all the time, etc……….
*When income taxes come many immigrants don’t claim their income taxes or if they do they don’t get the full amount that a US citizen gets, so there goes a lot of money$$?
*****if I’m wrong can u tell met he differences or something…

And I think few immigrants use stolen SS# instead they just make up one or just put their tax I’d number instead.

You also forget to mention the millions of dollars that are flowing into the american social security fund which goes to people that have retired. Illegal immigrants have little to absolutely no access to that money. Already i’ve heard talk of that money start to fall short. Hmm. Wonder what would happen if millions of dollars just stopped going into the system pretty much for free?
